Default Missing Clearcoat

It's a detailing question and I own a 350Z at least but the question revolves around my wife's Jetta. There is a spot where something has eaten away the clearcoat and I'm not exactly sure what to do about it. I'm thinking find one of those pens that has clearcoat (can you buy it in a small bottle?) and dabbing it on the area than wet-sanding it. Would that work? Any other suggestions? It's a 1996 and the paint was basically uncared-for in northern NJ for the better part of the first 4 years. Thanks for any help with this as detailing the 350 has made me a bit **** about cleaning up the other cars. Picture below:
