Cleaning soot inside exhaust tips

What would be something good to use? It's prettymuch black in there, and could that maybe be a sign of dirty emissions?
So far i've only tried s.o.s. pads.. got discouraged after minimal results.

I've done it myself, it does work, exhaust had about 15k miles on it so not too bad of shape. It gets dirty again quickly though.
