ive never done this before, but maybe wax? Its safe for the car and i used wax on my exhaust and took off a lot of crap that was on it. Or, you can use goo gone, which is meant to take off tree sap. Apparently some members had issues with the goo gone strippping the clear coat. When I used it on my car, the clear coat was just fine and no issues. Just dap a bit of goo gone and leave it on the sap, and wipe.

Here is a brief article on How To Remove Sap. If that doesn't work I would try the Stoner Tarminator or some mineral spirits. Lastly you can try to pressure wash it off. However if these steps are needed there is a good chance it's going to etch in the clear coat and you will need to polish it afterward. I hope this helps!
