Default New Z-5 beading on top of old Z-5 formula?

Ok... I had four fresh coats of the old Z5 formula on my rims. Three layers back to back to back, waited 24 hours before applying 4th layer. Buffed it out and started to put on the new Z5. It wouldn't stick? It seemed to bead on top of my rims. So I did my best to apply it properly. When I was done with the last rim, i came back to the first one and went over everything again with the applicator pad. Only then did it seem to apply like normal. I guess it was the 15 minutes of cure time? Is this normal?

I noticed this when I tried to apply Z-2 on top of Z-5 on my rims.
