Default Is this scratch fixable with buffer?

I believe I was a victim of vandalism since I notice my rear bumper is keyed. Is there any way to buff it out or fix it without painting the bumper? I was thinking of using thin coat of touch up paint then buff it after that. Or what's the best way to fix this?

Looks pretty deep to me. Depending on how deep it is either it's going to have to be wetsanded then polished or you're just going to have to get it painted. I'm leaning towards it having to be painted. I know that's not what you want to hear but no way you can just buff that scratch out by just polishing it.

That's too deep to be wet sanded and/or buffed. You can try to touch it up and buff it but the results will be poor IMO. I think you should have it repainted by a body shop.

If you can feel it with your fingernail, then it won't buff out.

also remember bumpers dont have that much clear on them.

Like the posts above if you can easily feel it with your finger it probably can not be buffed out. If you want to try to remove it on your own I would start off with a clay bar. It will help remove any paint transfer and contaminants around the area. Next start off with a light polish like the M205 and work your way up to the M105 if needed. This combo will remove swirls and ultra fine scratches. It's possible this could help but again it depends on the depth. If you have any other questions please let me know.
