Yep, I've got about 4 or 5 that look just like that on the RF fender, though they are smaller.

With the talk of heat guns, will a standard hair-dryer do the trick, or do I need more heat than that. It would seem a shame to go out and buy a heat gun for a one time use.

If somone can explain why a heat gun would fix/help that would be cool? I can't say I know why the spot is even there....nevermind trying to fix it....advice?

I think the deal is that there are "uncured" spots of paint under the clearcoat. Hitting these spots with a heat gun causes any of the remaining chemicals in the paint to cure.....

Someone please correct me if I'm wrong.

That is what I understood. I'd try a hot hair dryer and see if it works. If not, you might check with your dealer to see if they'd do it for you or let you borrow a heat gun in the parking lot or something.
