No, it doesn't come with the hood pins. But I really suggest you get some sort of hood pin when you buy an after-market hood that is not aluminum.
Reason why:
OEM Hood: The metal hook that is at bottom side of your hood is pretty much wielded to the aluminum hood. That is a pretty strong bond.
After-market Hood: The metal hook can't be wielded into the bottom fiberglass material, hence it isn't a strong bond. the hook plate is just sorta "inbedded" into the fiberglass. I think you get the picture of what can happen...
