What are the cheapest mods to achieve HP gains? (Excluding CAI and grounding kit)

plenum, hf cats or test pipes, y pipe, ur pulleys, nitrous

I'm not a fan of nitrous, but it gives you the best gain for very cheap price, other mods: plenums, test pipes
