Default Vortech install help

Hey guys I started my vortech install today. Tomorrow I plan on tapping the upper oil pan. I have couple questions about it.

1) Do you need to use the broach tool that is supplied with the kit to make the hole for the 3/8 NPT tap? or can you just buy the correct drill bit and use it to make the whole if there is enough clearance to fit the drill bit?

2) The vortech install manual shows that you should tap the "3rd portion from the bottom" of the oil pan. It seems that there is a metal oil line that is going to interfere with the drilling of this spot. Could i just tap the "2nd portion from the bottom" of the oil pan to make things easier?
