Bad driver?
I've read countless posts about people talking about somebody not knowing how to shift or drive while racing. For example, somebody is racing somebody from a roll and then they post that race here and other people say they don't know how to drive.
1) How do you consider somebody a bad driver?
2) What does he/she have to do to be a "bad" driver?
3)When people say "I missed 3rd gear", what does that mean? Does it mean he/she put it in the wrong gear?
4) How do you consider a "good" driver?

A bad or good driver is made up of several different things. A good driver is always aware of their surroundings while driving (constantly scanning) and knowing how to operate their car. Some would add a good driver is somebody who is consistently obeying the laws of the road. That question is a question that can be answered a million different ways. When somebody says, " I missed 3rd gear" most likely they either put it in the wrong gear (5th for example) grinded the gear, or let off the clutch to early leaving it in neutral.

Good drivers are well rounded. Experienced in HPDE, drag racing and autocross.
Good drivers are consistent. If you spend the day drag racing, and run say 14.1. 13.8 and 14.0 seconds, you are sloppy. A good racer will run times like 13.80, 13.90 and 13.85 seconds.
Good drivers race, post ET or lap times, and don't make any sorry excuses like The OEM tires suck!
Good drivers push the car to the max as is. Bad drivers always talk about what they are going to do once they get such-and-such mod.
Good drivers spot slower cars. Bad drivers post Acura kill stories.
Bad drivers always win. Good drivers challenge themselves by always upping the anti. They lose more often then win.
