Question Engine wont let me rev past 2,800 rpm...

Hey guys, so I'm driving to work today and I feel a little hesitation at the throttle. I gas it harder and the engine starts cutting out on me and the car shakes pretty hard. Push the clutch in and the engine acts like it has a rev limiter at 2,800rpm. I do have a cold air intake and it was raining out, so I'm thinking that possibly my filter got wet and was causing the engine to do this...If I turn off the engine and restart it, it will again let me rev it like normal for a few minutes of driving, then it acts up again...any ideas or suggestions would be greatly appreciated!!!

I doubt it, but is your MAF sensor wet or dirty?

I pulled the MAF and found ice in it. Its 20 degrees here btw...I assume my cold air was pulling in moisture from it being so rainy. My air filter is right in front of my front wheel. It's pretty closed in, but I'm guessing not enough to not suck in moisture.
