Ignition Coil - Are screws grounded?

I have noticed that head of my bolt securing the ignition coil is broken, gone, snapped. Coil is a bit loose now, sitting still thanks to rubber boot in ignition coil. Now, of course I'll have the broken bolt removed and reinstalled but I was wondering if screw is providing a proper grounding for ignition coil. There's metal on coil's collar and mounting bolt looks more conductive than a usual one. Do you know if this screw and collar helps to ground the coil and provide better spark?

The coils are bolted to the rocker cover (see the em.pdf section of the Service Manual, page EM-35). Coil ground is through the wiring harness (see the ec.pdf section, page EC-691). Page references are for my 2005 model.
