Clutch fork won't move

Default Clutch fork won't move

So I've been working on my transmission for the past few weeks, the original problem is that the pivot ball snapped, I replaced it with the correct one. So now when I put back in the transmission and it's about 1 inch away from the engine the fork moves but once it flushes into the engine it won't move at all. Any reasoning why it's doing this.

Is the fork/bearing sitting against the clutch at rest or is it returning and moving away from the clutch after you depress the pedal and let go?
