Mods equal what gains

Here is the situation: My friend at work says there is no way that an intake/header/catback/catback exhaust modification will net 40 wheel HP. I have done the research searched the archives and have nothing conclusive but believe that intake, plenum, headers, cat replacement with high flows and catback exhaust will net 40 HP to the wheels. Who is right? Do we have dyno results? There is a bet riding on this and most of my claim consists of Crawford mods. What do you all say? I own a G35 coupe 6MT and like the Crawford plan.
