Default engine problems help me please

I dynoed my z again today and i still have a loss of hp after the JWT cam install and technosqaure reflash. I went from 255 to 245 and 225 torque to 212. Im going backwards i thought the timing chain was of but it isnt. The shop i went to did a vaccum test and they got a reading of 16. I was told it should be higher what can be causeing the loss of vaccum pressure. Could it be a internal problem like a piston or valve. Im going to get a compression test soon can someone tell me what the compression should be for each cylinder.

Please help Glen
