All pms replied. Plus, I thought I would provide a bit of information. If I have something incorrect, please let me know.
You only need the cable to tune the car. You can download the software from Uprev. You will have to contact Uprev to inform them that you purchased the cable/license and provide them with your VIN, ECU part number and mods. They will then create a base map for you and email it to you. Once you have that you can program the ECU. I know they will give you at least one free Etune. They basically ask you to take some data logs. They use those logs to create a better map for you.
Here is a link to Uprev's FAQ, which describes the process. Apparently, there is a $50 re-licensing fee. In light of the fee, I will drop the price to $300. So, you are basically saving $50 off of a new one.
