Repairing holes from front tag holder?

My new Z will arrive this week. It's a 2005 yellow anniversary edition that I bought out of state and am having delivered to Miami.
The dealer installed the front plate holder because it's required in their state but not in FL. I don't like front plates and so asked the dealer to remove it. They agreed but advised that the holes would remain in the bumper. I said ok even though I am not happy about it.
Anyone know how to repair or fill those holes? I know a new bumper cover would be the ultimate (and most expensive) fix but I hope to avoid that. Can I fill them with something and hit them with touch up paint? Any help would be greatly appreciated.

I have a new set of bumper plug covers to fit in the holes. All you would need to do is get touch up paint and paint them over. I never used them so pm me if you would like to buy them.
