Even if water gets in there, your filter is not going to get soaked. The only way that you could hydrolock the motor with this piece is installed is if your car went underwater.

I would use extreme caution if you decide to widen the mounting holes in the Varis duct.
It's too easy to chip the material around the mounting holes.
Not sure about the appropriate size pop rivet.
Should be OK as long as the head of the pop rivet is wider than the mounting hole and the shaft of the pop rivet can pass through.

well, the long part of the rivet fits through the air ducts pre-drilled holes perfect. but the 3/16th part doesnt. do i put that part in the drilled bumper holes first, then slide the duct over the rivets, then gun it? man, im confused. its probably really simple. just need to hear from someone that used 3/16.

The 3/16 part of the pop rivet is what you would want to pass through the Varis duct and the holes, that are drilled into the bumper.
The button head of the pop rivet should sit flush against the Varis duct.
I suggest a slightly smaller pop rivet if the body of the 3/16 rivet does not fit through the Varis duct.
I made a quick illustration below.
