Damn hit n run..now what?

Hey guys,
This is a brief story to explain things and then a quick ? To make it quick, I was at a cabin party a couple weekends ago where there was a ton of cars parked all over the place. Im sure you know where im going with this now. Anyway, I went to leave the next day and wham! someone had hit my rear bumper. Of course they left with no trace and all that. Theres a few scratches and paint marks, some of which i buffed out, but theres also a crack about 2-3 inches long, exposing the white fibergalss or whatever the bumper is made of. DAMNIT!!
Heres the question. This may be a good excuse to get a body kit all the way around. So, when buying the rear section, does it go ON TOP of the factory bumper, or does it REPLACE it. If I am going to be a grand or so in the hole anyway and i dont need the bumper, im going to go ahead and spend a little more and get an entire kit. Otherwise, its off to the body shop i go.
BTW its redline and I can get pics if it would help. Thanks
