I don't see how that's possible? A couple years back, the very first time i ever painted a set of 350 lights, i tried to remove that adjustment screw. I must have spent about 10 minutes turning it, and it still didn't come out. I never touch them now. I find it odd that you don't have either? Are you sure you know what you're looking for? Did you buy this car new or buy after market lights?
There isn't really a screw that does the adjusting, it's more like a beveled gear. It just so happens that a philips screwdriver will mesh with the gear and work perfectly. They ware way down in the gap between the headlight case and the body and it take an extra long handled screwdriver to reach them.
There are instructions on Hypersprite's site, but it's not up right now:

I bought a 12 inch #2 head screwdriver and it worked fine for me. Headlights are aimed perfect now (I can see further) and without ticking off other drivers. It's a must! Mine were aimed unusually low for stock. Also, as mentioned earlier, there is no screw (i thought so too) it's just a gear that moves with the screwdriver against it.

Look at the pics again, you will notice, its not a screw head, but a gear that fits a screwdriver. I think its ingenious.
Good luck
