Front bumper clearcoat peeling off..help!

I would believe a clear bra would help, but didnt you say flakes of paint are falling off.

No it's not paint at all. The paint underneath what I'm peeling off looks really good.
I think I might just clear bra the thing and be done with it. Thanks
