i live in cali and my girlfriend got a ticket for having one that wasn't event tinted. i think the cop was on a power trip, but i do know the tinted ones are illegal.

Pulled over twice, not for a license plate cover, but a license plate frame. Said I cant have anything that hinders the sight of the frame. They both also wanted to search my car...wtf? I declined, not because I have something to hide, but I had the feeling the frame was a good reason for them to pull me over to search the car.

AFAIK, frame is only illegal if it is blocking the state's name or something similarly important (e.g. tabs). But I am sure the law varies by state.

I alway take off my front license plate and havent gotten a ticket or pulled over for it yet. Probably over eight years now.
