turn signal flasher relay module technical question

So I know the signal flasher flashes at one speed when all lights are in place and functioning, and that it flashes much quicker when a bulb goes out (or any other removal of load).
My question is, are these two speeds set someplace? Or is the blinking speed dynamically controlled based on the loads (bulbs) present? Meaning.. if I put higher wattage bulbs in (lower resistance) will the speed of the blinking change?
I need this info for an LED project, thanks!

I think it may be set someplace, as I've changed many bulbs and lights and the flashing timing "pattern" has not changed. For a definitive answer I would check with ACREE if he is still around. he is/was the lighting LED god around here.
