What are the spots? how to clean/fix them?

What are the spots? how to clean/fix them?
Just notice these spot all over the car, especially on the hood. How to remove them? Wet sanding? Polish? I tried clay, and cleaner wax with no luck.

hard to tell from the pictures, but that's not clearcoat peeling is it?
If not, then my guess is hard water spots--caused either by dirty rain or high-mineral water that you used to wash it--hardening on the surface. Depending on how long it sat, it can cause damage to the paint. I'm sure there are high-dollar products to take care of this, but you can actually use distilled vinegar to take care of it to. My friend that does detailing calls it a "mild acid bath" or something, but realy he's just putting distilled vinegar on a sponge and rubbing it in. Wash your car first, then use the distilled vinegar and let it sit for a minute or two before rinsing it off. Do individual panels at a time. Understand that this also removes any wax or polish, so when you are done you will need to apply wax again.

Thanks guys. Guess I better start using the water in the back yard of my house(filter, soften) than the water in the front yard. Time to go home depot to get a long hose.
