do only the 07's have it?

it's a cooling plate for the flux capacitor, and it's aftermarket

it's the greddy aluminum air diverter...i have one, i personally think it's more about looks than anything but a little bit extra air does help IMO

its called a radiator cooling plate and there are not OEM.

This actually functions rather well and highly recommended for turbo applications so the air does not escape into the engine bay before going to the radiator.
