i currently have an 03 track with cloth non-power seats and have an oprtunity to buy leather power seats and i was wondering if anyknows if there is a wiring harness already wired for that stuff like heat and power and all i have to do is add a relay and/or fuse?

There's a how-to around here for that. There isn't a harness already there. You'll have to tap power and install switches for the heaters.
