The only reason I say that is because of the license plate cut out on the bottom lip. I really can't see the grill well to tell by that.

Negative that is an 03 bumper with an 06 middle lip. The grill is still an 03, and the headlights are 06.

Yeah I think someone took the plastic coverings off. It doesn't look to good whatever it is.
