bi xenon headlight question.

Hi guys,
I was looking at my headlights (bi xenon) and noticed the driver light was not as bright as passenger. During the day, you can see that the brightest point (the bulb) of the projector on the passenger side is dead center, where as the driver side is not. It's actually pointing down at the lowest point of the projector.
Is this a bulb placement issue or headlight alignment issue?
