Default what part is this ?

On the 2008 nissan 350z what is the long black part call that is connected to the bottom from bumper of the car you can't even see it unless you look under it.

A picture will go a long way here. Without one, we are simply guessing. I, for one, would assume you are talking about the plastic skid plate.

isnt that actually the bumper cover itself?
the splash guard is right behind that "lip"

it's painted its the oem bumper it's silver i just need to replace it with a new cover soon since of the scratches on the picture.

I believe the part you are taliking about,a flexible strip ,not too wide,is called
a "spoiler" by Nissan.It was part of the "aero" package that included the mud guards etc.
It really serves no purchase as far as I can see other than rub against a curb.
Most lip installs mean a removal of this part

really do you think if i were to buy a lip for it would it cover up the scratches ?

Yes, some lips are mounted high enough that it would completely cover the scratches.
