Default License plate bolt stuck

I wanted to replace my rear license plate bolts with new ones but one just spins and wont come out. Any other ways of removing it without taking the rear bumper off?

Can you get a grip on the bolt with a pair of pliers? You might be able to pull it and twist at the same time and get it out.

If you haven't tried the other method yet you can use a flat head screw driver or putty knife and slide it under the bolt head to apply some pressure also.

I removed my tail lights & unhooked them. I then pulled back on the top of the bumper and used a flat head screw driver to pop the white tabs. This gave me enough room to put my hand and arm in to get my pliers on the nut to take the old bolt out and the new one in.

For the right fix I think I gotta take the entire bumper off and i'm not gonna do that today.
