Front license plate holds have built up ridge. Ideas?

Front license plate holds have built up ridge. Ideas?
Hey everyone ,
Bringing my new to me Z out of storage for the spring tonight. I took off the front plate bracket because my province doesn't require one .I knew I'd have 2 holes ,already got touch up paint and will be going to home depot to pick up some nylon plugs .
However once u for it off, I found each hole has a built up ridge of plastic, I assume because the holes weren't drilled first .
I thought about trimming with an exacto knife ,but they'll probably end poorly .Thought I could drill them to get rid of it ,but rather not increase the size of the holes .
Any ideas? Drilling is the best I can think of .

Try the exacto blade. But don't come at it with the blade parallel to the bumper, instead, place the point inside the hole and work your way around the diameter of the hole very carefully.. That's what I would try. If you're getting plugs that have a small overhang, that should cover any small mistakes you might make.
