Because they see that as the "forum". They don't realize that this site is a collection of forums with multiple subjects.
People who complain about the search function would find it works infinitely better when they search the proper sub-forum rather than the whole board.

That, and if they'd start titling their threads with key words appropriate to subject content. This rather than, "Got a few questions.", "Hi", "Help", "Need answers quick", ect...
