Maybe this info can be added to the FAQ.
anyways, I did some search and the only FI solution that has obtain the CARB cert is the Stillen. If I missed any other FI solution, feel free to add to this list. If any manufacture have new or expected CARBed dates, please update this thread.

Stillen Stage2 kit is carb approved. The JWT kit supposeably is carb approved when released, and possibly the HKS SC kit. Vortech, Turbonetics and APS TT is seeking/testing for the carb.cert.

Turbonetics is only seeking CARB on their kit with the cats which they haven't released yet right? I think Greddy said they are awaiting CARB to shut everybody up because they were the first to release their kit and nobody's heard anything yet. I doubt that's ever going to happen. JWT is not releasing the kit until it passes, so that's a definite. APS says they will try, but no guarantees. Not sure about Vortech.
why is it that on the vortech site it says:
50 State Emission Legal
"Each Vortech supercharging system, unless otherwise noted, meets both the Environmental Protection Agency (EPA) and California Air Resources Board (CARB) requirements for classification as 50 state emissions legal under CARB EO # D-213-17. "
but then again its not?

That CARB# is not for the Z kit.
Here's the link to the CARB listing:

This is what i would do, get really friendly with some guy at a auto shop where they smog the car. also make very good friend from people on the board who has a stock Z. so when it come time to smog. you and your new found z friend go at the same time. scan your vin and run his car. I had to do that when I turbo my prelude a while back. It work but just need to find those two thing. good friend from a shop and a good friend with the same car but stock. Or you can just pray and hope that Greddy will pass. same goes for APS or any F/I that come out. Just some idea. Try it out!

actually latest word was that they started a new project and will work on CARB after that late 2005...it keeps on changing.
There's been much debating on that subject in some other threads

I wouldnt hold my breath. Any vehicle with a turbo installed before a cat is going to have issues in passing cold morning startup. Can you say heat sink? Unless that cat lights off quickly it wont pass CARB testing. It is tough enough to get an appointment, pay your thousands then fail.... and wait and pay again.

most smog places have no clue what they are visually looking for--as long as you pass the emissions part-you are good---i know cali is a smog-car-**** state
there are still several places in cali that the visual is a joke
i'll get my car registered out here in a different county that is 10 miles away and doesnt have smog laws-so no problem on my end
sorry evrerybody else!

technically, i think after taking up residence in a new county, you have 30 days to make sure you are abiding by these laws...but if you claim you don't live there, have an out of state driver's license, etc...they can't and won't do anything
when i drove out to cali last year...i didn't have afront plate on my car-caus ein new mexico, you don't need one, the dmv doesn't even give you 2 plates...many cops eyeballed me, even one followed me a bit after noticing i had no front plate, as soon as he got behind me and saw my new mexico plate, he stopped following
Note: many Cali counties are only smog upon "transfer of ownership". For example, If I could live in SF and have a cabin in say Mendocino county. I could register my vehicle there and as long as I own it , it would never need to be smogged (assumeing the laws remain relatively constant) here's a map.
The gray areas are the least strict.

Wow awesome, thanks for the good information.
I am about to get a Vortech installed and in about a year, transfer out to Cali State University @ SLO. Got a little worried on how smog laws applied to me. Thanks for clearing it up. =)

Note that you must ;however, pass smog in when transfer of registration into Cali. Once inside Cali you can transfer between counties, say from an "orange" area to a "gray" area without re-test. Also new vehicles only need first smog after "6 years". So for example a new 2004 needs first smog in 2010 (ample time to get one's Sh-t together, but after that , it's every two year in the orange and blue regions.
