Shariff advertises a "basic" short block on his Forged Internals Website capable of handling 600 - 650 rwhp. I'm sure Shariff will chime in but I think the long block option really depends on wether you need or want heads and cams. On many long block engine options you can upgrade the cams and port and polish the heads to provide even more performance. I'm still not clear on why you would buy a long block with stock cams and heads..other than you damaged atleast the heads in blowing your motor.
Brian if our heads were not damaged in throwing our rods...then having a long block would not be a "need" even for more power than I mentioned (550 rwhp). I believe our APS TT kits will ( with enough boost ) easily get us to 550 rwhp. After that our fuel system might need to be addressed to give more fuel.
Do tell Shariff!! Hey Shariff can you answer my question about how many maps can the UTEC hold on the fly?

Some companies offer a longblock with fairly stock heads, but they are rebuilt; meaning redecked, new valve stem seals, and typically a 3 angle valvejob...while sprucing up these heads and the valve job doesn't provide a huge upgrade in flowing characteristics, to ensure proper mating surfaces between the block and the heads, the redecking on both surfaces is HIGHLY recommended...also, many rebuilt because they blew a motor, and depending on the damage dictates the salavgeability (is this a word ) of the heads, meaning the motor NEEDS new heads.(like you said)..

also, for the sake of convenience and ease, some companies build their longblock option with the front and rear timing cover installed and the motor timed, ready to go

Thanks Marc, it was good talking to you last night. I'm just preparing myself for the worst scenario for this build. I'm figuring with the way my engine blew, that extensive damage probably occured. But like I said earlier, I don't want to start the tear-down process until I'm prepared to begin the build.
