Default APS ST Actuator Spring

WTF is the deal with this thing???

Got my car back on Friday night. My numbers where very disappointing. I made 320whp and 345tq at 5psi 11.5AFR. On the dyno I was only making 5psi. However on the road my boost gauge said was peaking at 9psi at 10.5AFR. I must say my car felt extremely strong.
So, on my way home i was playing around (slowing down then gunning it etc…) and I slowly started to loose power after 4500rpms. I got to a straight stretch with little traffic and I gunned it in 4th gear and watched the boost gauge. I pulled strong up to 4500 rpms, then I would go from 9psi to 1 or 2. Obviously this is not good.
Sat, I take it back to the shop and I am told I need a new actuator spring. Does this sound right? What is the deal with them anyway? Is this normal. has this happened to anyone else? will the a new actuator spring fix it or is there a better fix?

these are my mods. APS Single Turbo, APS 2.5" Exhaust, APS Plenum, Greddy Oil Catch Can, and Zeitronix AFR, Boost, and EGT

Please help.

Thanks guys.

I wish I could be more helpful, but I believe GRD sells a forged actuator that isnt too much more expensive.
