+1 on the saving your money on the expensive heads... they will help make things more effecient, but for a average 500rwhp power goal, not needed...

Is there a general consensus of how much more whp is gained from adding cams to a built block with FI or how much lower psi is needed to reach a particular whp goal? Is it 20-30whp and/or 1-2psi or what?

but won't the heads and cams make the engine ACT differently? it'll be quicker revving, smoother, etc.? and the powercurve can be wherever you want it by choosing the cams correctly.
I have no experience, so I am just saying what I would like. Fcon would be nice.

I agree with you there man, if I was this addicted to Crack, I would have been dead a year ago...
... LOL Hopefully my 3 main suppliers would be kind enough to give a deadbeat, crack smoking, Z fanatic a handout every now and then considering how good of a repeat customer I am
