Those times seem backwards, you sure it's not a 9.7 Supra, 10 evo, and 11 Civic?
Ok bottom line, Turbo First then motor. Sounds backwards but if your doing internals you want low compression, do you want to drive around with low compression waiting on a Turbo Kit? Slow. Second, Turbonetics turbo kit for the Z is by far the best, and way more power than your going to get building that garrett kit. Go with the Turbonetics kit. On the 287hp models it takes it from 287 crank hp to 450 crank hp on the stock motor @ 8.5 psi (94 octane). Turbokits.com has the turbonetics kit you want for roughly $4800. takes about a day to install but have it professionally tuned before you drive it. Also buy the Utec before/with the turbo kit. The utec will be about $900- $1400. so your looking at spending at most $6200 on buying everything. After your price installed and tuned it would be about $7900 at most. Go with the turbo first so you can have some fun smoking V8's while you wait one money for internals instead of running around with lower compression and no forced induction getting smoked by civics.
I wish people stopped talking about all the stuff they're going to do and just do it. If they run into a problem then post up on the boards. But this whole "Im going to get this...this....this...and have this done....What do ya think?" Gets rather annoying and I've found this is when the most redundent questions occur.

I did, however, blow my stock motor because I never planned on going built.

/\ true. Look at link and he even got a 9.12, but that is old school coz that is slow (at least for Honda 1/4 time)

this doesnt really have anything to do with the op or his project or whatever you want to call it, but just out of sheer curiousity, how many people on this forum actually have a real, straight up, custom fabbed turbo setup?

I'm not sure I'd include the JUN Z as they aren't members here.
The rest of the more rare turbo kits that I know of are in production in one way or another.

It was daytona blue and featured on that old IMV Films video that's around the net.

and you only went custom after you basically maxed out your initial setup. basically the bottom line here is that there are a lot of kick *** (production) setups out there, so unless you really want to set yourself apart from the crowd (which i think being FI alone does, when compared to other Z's), then its a pretty solid bet just to go with a off the shelf kit.
hell, even the most nasty of nasty cars on this site, like Nitrouz, ETG, Sharif, and Bam Bam just to name a few use basically off the shelf stuff

One of the things I like most about doing a custom or one off setup is you don't really know what you're going to come out with. Sure, that could swing in both directions (good/bad), but it's certainly cooler than the old "x part + y part + z part = xxx whp" system.
True custom work is something that seems to be handled in Japan far better than it is over here in the states... It's almost depressing to see so many shops "specialize" in VQ's without actually producing anything unique. IMO - inspiration and genuine talent can produce far better results and fan fare than any bolt on kit could ever hope to. Just my rant of the day...........
