Default EMS + OBDII Emission Testing

After hours of searching, I would like to go with HKS F-Con VPro, but need to pass the OBD II emissions testing in CT.

My goals are reasonable, 400whp on Greddy TT.

I'm undecided between the following

UTEC
-I don't like the hiccup that has been mentioned with the Utec as it takes control from the stock ecu.
-Does not compensate for temperature variances; 0-100 here in CT
-Price point is great and far easier to find someone to tune it in the area.
-Should pass OBD II emissions test because it's a piggy back

FCon VPro
-Far more versatility and seamless tip in.
-More whp capability
-Expensive and limited support in my area
-Issues with cel's ?

I know this is a loaded question, and I'm not trying to start another flame war. My question is not what's better; rather what experience have you had with passing OBD II emissions testing with these systems?

Thanks in advance!

Might want to take a look at the Haltech as well; I have a UTEC on my JWT TT G35, and I am going to the Haltech for a number of reasons, mostly driveability, lack of support for issues, and overall flexibility.

Does the ECU throw ses's with Haltech? or are the sensor values still reaching the ecu and making it "happy"?

The emission computer at test station will not communicate with non oem ecu plus ecu model numbers won't match state data base.

How will you pass th visual test for mods?

Why not? Utec may not have the best Temp Compensation since it uses Celsius but it does the job.
