Well I found a place that can sand blast my pulley so I'm just going to take your guy's advice and do that. I did try to use a emery board (those things girls use to file their nails) while the engine was running, bad idea! I almost lost a finger! The pulley is spinning upwards and just wants to pull whatever you touch to it right into the belt so I would say the whole sandpaper method is way dangerous!

Tonight I was taking my pulley off to be sandblasted so I noticed two things. First, my belt tensioner doesn't work!
This is probably the reason I wasn't able to get my belt tight enough. I think the threads might be stripped but not sure as it seemed to work when I had the belt off. I'm just going to call Nissan and see about ordering a new tensioner as it looks pretty easy to change out. Secondly, when I looked closely at my 3.12 pulley I noticed a lot of rubber had built up in the grooves and this is what was causing the belt slip. I took a wire brush and cleaned the grooves out and then used sand paper rubbing alcohol a flat head screwdriver some rags and cleaned all the rubber out. This must be from all the belt slipping issues I have been having or who knows the bad tensioner. Anyway, now that I did this my issue seems to be gone and I'm going to just get a new tensioner and just sand blast when I go to my 2.78 pulley.
