Tuarran, compressor surge shouldn't be an issue with a twin charger... It doesn't hurt the turbo to spin forward, which is what it would do. Compressor surge is only a problem in backflow.
it does hurt the engine though to be super scavenged, which is what would happen if the hot side was spinning faster than the current mass flow could support. AKA constant vacuum on the exhaust for a little bit, thats why its always the turbo feeding into the s/c and not the other way around, which the OP already corrected himself

bad wording i guess. i dont mean hurt like damage, but i mean hurt like powerwise. for the obvious reasons (HP, TQ) having vacuum on the exhaust is not a benefit. this is why a giant exhaust will often lose power over a smaller diameter exhaust. exhaust velocity 101. i dont think it matters though, it seems that he just made a mistake in the order and fixed it since, and as far as i know, nobody has done it the other way
also, for w/e reason, i feel like the exhaust temps would be getting really hot with the exhaust vacuum. i have no insight or reason to feel that way so i cant really say much, but i have that feeling
