I have a '03 Nissan 350z Touring. I am looking for help on boosting H/P and Torque with out spending a ton of $. I have already installed a Stage 3 racing clutch and an intake space. I would like to get the biggest boost possible for under $700.

thats a strange order to do things... why did u get a stage 3 clutch when u have no real mods? are u going f/i soon or something?
I bought the car used back in '04, and due to a deployment, had to leave it with family. Got back and the clutch was shot... so I figured play big or go home.
Wow, sherlock. That was actually the first thing I did, but I was curious to see if anybody out there with some experience had a clue what would be the best way to go.
For example, NOS vs Cold Air intake and exhaust system? Or maybe flash the ECU? Or maybe start with the fuel return system? I am working toward turboing it later.

You should really go thru this site and spend a few days reading threads..alot of good info(and bad) to be looked at. There is no comparison between NITROUS (don't call it NOS anymore) and a CAI & Exhaust. No need for a FRS until you get bigger whp #'s
