Explain this wire???

I was just cleaning out some extra hoses from my engine bay, and I found this loose wire hanging from the driver side above the center of my header.
It seems to be some sort of gound wire, but I'm not sure. One end is connected to the coolant pipe bracket and the other end has a female conector that melted. It is a flat 1/4 inch wire.
I'll try to post pics. I can't seem to up load them at this time.
