Default the whole in the bumper for stock cai

I can't even do a search on the forum because I don't even know what it's called so I apologize if there is a thread on this.

What is that called that people have that is near the sock cold air intake snorkel. It looks like someone cut a hole on the left hand side of the car front bumper and put a carbon fiber trim to it.

I am guessing it is done to ram more air directly to the stock cai?

Is there any protection from the rain?

Where can I get it?

How much is it?

Anyone have it and recommend it?

Any difference?

Here is an example picture:
