Was the bag containing the cone filter covered with a red oily substance? And is this normal? Thanks.

 

Yes, its normal, air filters are pre-oiled to help trap harmful microparticles before they go into your engine. When you buy a filtercharger kit, they come with red fluid (oil) to re-charge your old filter. Do a quick search on the net, look up K&N filter recharger.
