whats the difference between non fouler test pipes and fouler?

I am not sure on what you are talking about, but the fouler spark plug thing (cant remember the exact term) is something used if the SES light comes on after you install high flow cats or test pipes.

A non fouler is used for spark plugs but you can stack two and put them on the test pipe so you won't get a CEL light since you have no catalytic converter. Some testpipes(around 2) have them preinstalled and welded on the test pipe. I never heard of a fouler though.
