Someone's offering to sell it to me for $70 shipped. Good deal? I don't know anything about popchargers and can't tell if it's in good condition.

Yeah it is, assuming there's no visible tears or other signs of damage that are not apparent in a photo.

Give it a good cleaning and re-oil it.
