Is Bumper removal required to Clean or replace air filters on the Stillen gen 3?

Is Bumper removal required to Clean or replace air filters on the Stillen gen 3?
I know the INSTALLATION is easier if you remove the bumper. But do you need to take it off everytime you clean or change the airfilters on the Gen 3 stillen CAI??
