Those with Nismo headers - passing smog?

Sorry for the newbie question, but I've seen and read that headers will not pass the "sniffer". Does this apply to all aftermarket headers, Nismo specifically?
If this is the case, (again sorry for newbie question!) but what happens exactly when you dont pass emissions? I dont have aftermarket headers yet, so I just want to know what some of this modding is going to entail

but as of now I'm planning on going with Hi flow cats and most likely Nismo headers...so what exactly is gonna happen when I go try and pass emissions and I dont?
Well I think I just realized the answer to my own questions, but for all the owners with mods that would normally FAIL emissions, is the way around it just to basically "revert" your Z almost back to stock form (at least enough to pass emissions) then go and put back the headers, hi flow cats, etc??

well.. check your local laws...
see if you can change the cats on an OBDII vehical in your state..
the RT Cats are C.A.R.B. Approved and pass smog on the sniffer.. but.. if you get a visual and they see they are not stock cats (very hard to see) they will ask if they are carb certified if you are alowed to change cats.. if not.. well then..
and the cats are easy enough to change back to stock.. and alot less then a fine if you do it bbefore you get smoged

look at maryland's websites about it. Emissions in Maryland tend to be pretty weak.. they aren't even that old.
Maryland also uses the ORB port and on some cars doesn't even use the 'sniffer', they just tap into what the computer says.
VA uses both a visual and sniffer test and runs more often (every 2 years).
