Here is a quote from the auction

"this product contains no element converting material. this product may not be carb legal in some areas and must be welded on."

It's just a resonator. In fact what you see in the pic is what you get, just a straight section. So you would have to fab the bends that are in our cats on to the ends. Pretty close to useless for the average user.
