Odometer units are sealed so tampering is not possible. I believe it's a federal offense to attempt to reset odometers, as odo rollbacks have been used in many crimes.

You can legally reset the ODO reading "if" you are replacing a broken ODO or gauge cluster. But it needs to match the original mileage of the vehicle. This requires you to sign some legal form with the shop you have the work done at(probably just release of liability for the shop). I know because I modded my base 06 Z to have OEM/Factory working cruise control and the matching indicator lights in the gauge cluster. While the replacement cluster was getting worked on, I did not drive the car to keep the mileage accurate and I of course kept all the documentation/pictures to prove this if/when I ever sell my car.
Anyway, long story short, you can legally change the mileage. But there are restrictions, an engine swap/mileage reset would not be legal.

If the redline starts at 6.5K then this is from a pre-2006. Also,it would be great to get a picture of the P/N information at the bottom of the cluster. Then you can more easily identify what year and trim package this came from.
